Acting Director of National Intelligence Joseph Maguire told U.S. lawmakers Thursday he acted lawfully when he initially blocked the release of a whistleblower report at the center of an impeachment inquiry into President Donald Trump's dealings with Ukrainian President Volodymyr Zelenskiy.
