There is a perception that the International Criminal Court (ICC) in The Hague, Netherlands, is biased towards Africa, but the truth is that founding signatories are a lot of African countries, says Shaka while discussing ICC’s conviction of former Ugandan warlord Dominic Ongwen of war crimes and crimes against humanity. ICC is a complimentary court, he adds , you go to that court when you cannot internally try those types of crimes. The ICC requires cooperation of the government of the country that refers the cases to it.
