U.S. Defense Secretary Ash Carter arrived in India Sunday to solidify the rebalance to the Asia-Pacific region. He left Wednesday for the Philippines amid tensions between Manila and Neijing over Chinese militarization of features in the South China Sea. Carter will attend the closing ceremonies this week of the joint U.S.-Philippine military drills called Balikatan.
