The weekend blizzard that paralyzed much of the United States' East Coast left deep snowfalls that have slowed the return to a regular workweek. In the Washington area, the federal government and schools remained closed Monday. But in New York and other northern cities more accustomed to heavy snow, business is gradually resuming.
